Policy on renewable energy in Belgium

Flemish region
The Flemish government has approved a decree with high ambitions for green electricity. The proposed market system can be characterised by the following elements :
  Certificate system
  Growing target from current level to 3% in 2004, quota obligation for the electricity supply companies
  Certificates delivered for municipal solid waste combustion are not accounted for in the obligation
  Penalty growing to 12 euro cents/kWh
  Certificates from installations outside the Flemish region (plus the Belgian territorial sea) are not taken into account within the obligation
  Distribution of green electricity has to be done free of charge.
This decree has been approved by the Flemish Parliament on June 5, 2000.
At the moment there are no supply companies offering green electricity on the Flemish market. However, all supply companies own renewable energy installations, or are involved in the preparation of new projects.

Walloon region
The Walloon government has presented a draft decree (scheduled to be approved by the Walloon Parliament before the end 2000) in which the following elements are presented to support the development of a green electricity market:
  Starting from January 2001, the Walloon government will introduce a system to support the production of green electricity in the Region, based on green certificate trade and/or direct support of the production
  The Walloon Region envisages to put forward the following targets: quota at 3% in 2001, growing with 1%/year up to 6% in 2004

Brussels region
The Brussels Region has not yet presented a market system for green electricity.
