UK proposals to improve obligation open for consultation

 
This week the UK government proposed some minor changes in order to make the Renewable Obligation Order more effective.   The changes, that have to take effect at the 1st of April next year, are now open for consultation.  

The proposals are concerning the eligibility of electricity generated from mixed wastes, the future rules for low cost technologies and the administrative arrangements for the Obligation (including smaller generators). The changes are very modest, following the market’s wishes to maintain the stability of the RO.

Until now, the Renewable Obligation is considered to be successful. Energy minister Malcolm Wicks: "The Renewables Obligation is the cornerstone of our renewable energy policy and has been very successful in developing this vital new energy sector. Last year saw the biggest increase in renewable generation so far and we want to see it go from strength to strength. The changes we are proposing are designed to refine the scheme further and take us closer to our 2010 target of 10 per cent.”

The RO is imposed on power suppliers. At present they have to supply a share of 5.5% of renewable power to their clients, increasing to a share of 15.4% in 2014/2015.
