EC launches climate change campaign

This week the European Commission launched the campaign ‘You control climate change’ to increase the awareness of EU citizens about climate change and to demonstrate how individuals can help fight it with simple every day actions. Although European citizens are very concerned about climate change, many people tend to feel helpless in the face of the challenge to combat climate change. The campaign uses banners on public buildings, TV, outdoor and newspaper advertising, e-mailings and a campaign website with comprehensive information to attract attention.

France promotes green energy

The French Prime Minister De Villepin announced in May an increased feed-in tariff for new solar electricity in France and confirmed the willingness of the French government to promote green energy, in particular electricity from solar photovoltaics and biofuels. From June the feed-in tariff for solar electricity will be increased from the current 13.8 c€/kWh to 30 c€/kWh for new solar PV systems. The French Government will also subsidise 50% of the installation cost through a tax for households.

Furthermore, France has set the target that in 2015, 10% of the transport fuel supply has to be based on biofuels, a large increase compared to the European target of 5.75% in 2010.

Germany and Poland move towards biofuels obligation

The German government will introduce compulsory quotas for biofuels. From 1 January 2007, oil refineries will have to blend 2% of biofuel in gasoline and 4.4% biodiesel content in conventional diesel. Refineries that voluntarily blend more than the target percentage will be able to sell their surplus to companies that fall short. Also Poland is moving towards a biofuels obligation. Poland’s economic ministry has published a draft law on transport biofuels which proposes an obligation on fuel suppliers to achieve a minimum 4% share in petrol and diesel from 2007. If they fail, they would face penalties of 50% of monthly sales.

Conference on large-scale integration of renewable electricity

On 19 and 20 June an international conference will be held in Warsaw about the potential for and major barriers to large-scale integration of renewable electricity and co-generation into energy supplies in the new EU Member States. The conference closes the CEERES project, funded by the European Commission through the 6th Framework Programme and coordinated by Ecofys Poland. The aim of the conference is to identify the main barriers for large-scale integration of RES-E and co-generation and the areas for further research in new Member States in Central Europe.
