US Senate passes energy bill  
The Senate voted for an 18 billion USD bill on energy. 

The House and Senate must agree before sending the bill to the President. This bill will boost domestic production of oil, natural gas, coal, nuclear and alternative energy sources. Bush wants an energy bill by the end of August. Negotiations with the House are, however, expected to be tough.


The bill contains some interesting points. Considering climate change, 2 billion USD are available to voluntarily reduce CO2 emissions by means of tax incentives, loans and credits. The ethanol production should be increased, in order to double the used amount to 8 billion gallons in 2012. The introduction of standards to reduce energy use by refrigerators, freezers and air conditioning is aimed at. Besides this, millions are offered for new technologies and energy efficient appliances. Nuclear energy is also present in the bill, the construction of a new test reactor is proposed as well as extended federal insurance for nuclear power plant operators.


For electricity, reliability is important: standards are proposed to protect the grid from black-outs. Besides, more power for the federal energy regulatory commission is asked for, they should be able to approve for new liquefied natural gas terminals, to boost civil penalties for companies and for more merger review authority.


Oil and natural gas do not lack in the bill. The oil demand should be reduced by 1 million barrels a day by 2015. Other plans are to produce gas and oil in off-shore waters, and to increase the emergence reserve to 1 billion barrels.
