Piebalgs gets more support for binding targets

Energy Commissioner Andris Piebalgs seems to have found more support for binding targets for energy efficiency (20% in 2020), renewable energy (20%) and biofuels (minimum 10%). New Dutch coalition agrees on ambitious goals
