Bali Action Plan agreedLast weekend, 187 countries agreed on a ‘Bali roadmap’, intended to lead to a new global agreement on climate change policies in 2009. At last, opposing positions from the US and the EU have converged. The UN refers to the roadmap as a ‘breakthrough’.
